陜西省鐵腕治霾打贏藍天保衛戰三年行動方案(2018-2020年)

為認(ren)真貫徹落實黨的十九大(da)精神,堅持(chi)全民共治、源(yuan)頭防治,持(chi)續實施大(da)氣(qi)污染(ran)防治行動,改善(shan)全省空氣(qi)質量,堅決打贏藍天保(bao)衛戰,制定本(ben)方案。

一、我(wo)省(sheng)大氣污染防治(zhi)現(xian)狀

(一)五年(nian)來取得明(ming)顯(xian)成效。2013年(nian)以來,省(sheng)委、省(sheng)政府高度(du)重視大氣(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)工(gong)作(zuo),陸續(xu)出臺(tai)了(le)一系列(lie)法規政策措(cuo)施,在全(quan)國率先制(zhi)定大氣(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)條例,將空(kong)氣(qi)質量改善情況(kuang)納入目標責任考核,層層分解落實各(ge)地、各(ge)部門的(de)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)責任。組織(zhi)實施《陜(shan)西省(sheng)“治(zhi)污(wu)(wu)(wu)降霾·保衛藍天”五年(nian)行動(dong)計劃(2013-2017年(nian))》和年(nian)度(du)工(gong)作(zuo)方案,堅持系統(tong)施策、統(tong)籌防(fang)治(zhi)、協調推進,持續(xu)落實“減煤、控車、抑塵、治(zhi)源、禁燃、增綠”六項措(cuo)施,大氣(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)工(gong)作(zuo)政策體系日臻完善,工(gong)作(zuo)機(ji)制(zhi)不斷健全(quan),聯防(fang)聯控明(ming)顯(xian)增強,主(zhu)要污(wu)(wu)(wu)染(ran)(ran)物排放(fang)總(zong)量持續(xu)減少,可吸入顆粒(li)物(PM10)和細顆粒(li)物(PM2.5)濃度(du)明(ming)顯(xian)下降,人民(min)群眾藍天幸(xing)福感明(ming)顯(xian)增強,大氣(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)取得了(le)階段性(xing)成效。

(二)我省(sheng)空(kong)(kong)(kong)氣(qi)(qi)質(zhi)量現(xian)狀。我省(sheng)空(kong)(kong)(kong)氣(qi)(qi)質(zhi)量在(zai)不斷改(gai)善(shan)的(de)同時,與(yu)國家(jia)考核要求(qiu)和人民群(qun)(qun)眾(zhong)期盼還有較大(da)差距。大(da)多數城(cheng)(cheng)市(shi)PM10、PM2.5年均濃度超過國家(jia)標準,多數城(cheng)(cheng)市(shi)二氧(yang)(yang)化氮和臭(chou)氧(yang)(yang)濃度超過國家(jia)標準,關(guan)中(zhong)城(cheng)(cheng)市(shi)群(qun)(qun)空(kong)(kong)(kong)氣(qi)(qi)質(zhi)量在(zai)全國排名靠后,汾(fen)渭平原被(bei)列為全國大(da)氣(qi)(qi)污染防治重點區(qu)域。隨(sui)著“一帶一路”建設戰略向縱深(shen)推進,關(guan)中(zhong)平原城(cheng)(cheng)市(shi)群(qun)(qun)將迎(ying)來新的(de)發(fa)展機遇,人口(kou)和經濟要素將進一步聚(ju)集,環境空(kong)(kong)(kong)氣(qi)(qi)質(zhi)量將成為區(qu)域綠色(se)發(fa)展的(de)突出(chu)短板。隨(sui)著關(guan)中(zhong)地區(qu)城(cheng)(cheng)鎮化、工業化的(de)快(kuai)速發(fa)展,臭(chou)氧(yang)(yang)等復合型污染日益凸顯(xian),全省(sheng)特別是(shi)關(guan)中(zhong)地區(qu)的(de)空(kong)(kong)(kong)氣(qi)(qi)質(zhi)量改(gai)善(shan)面臨(lin)更大(da)壓(ya)力。

(三)當前存在(zai)的(de)突出問(wen)題。

一(yi)是產業結構(gou)和(he)能(neng)源結構(gou)不(bu)優。我省第二產業占(zhan)經濟總(zong)量的比重為49.8%,高于(yu)全(quan)國平(ping)均水(shui)平(ping)9.3個(ge)(ge)百分點(dian)。煤炭(tan)占(zhan)一(yi)次(ci)能(neng)源的比重高于(yu)全(quan)國8.2個(ge)(ge)百分點(dian)。關中地(di)區(qu)二氧(yang)化硫、氮(dan)氧(yang)化物排(pai)放(fang)強度分別是全(quan)國平(ping)均水(shui)平(ping)的3.9倍(bei)、3.6倍(bei)。受清潔能(neng)源供(gong)應保(bao)障及市(shi)場(chang)機制等(deng)因素制約,電(dian)能(neng)、地(di)熱(re)能(neng)、天然氣等(deng)清潔能(neng)源推廣困難大(da)、矛盾多(duo),能(neng)源結構(gou)不(bu)優的局面急需(xu)加快(kuai)調整。

二(er)是(shi)復合型(xing)大(da)氣污染特征愈加(jia)明顯。揮(hui)發性有機物(wu)防治工(gong)作(zuo)相對滯后,二(er)氧(yang)化氮濃度呈(cheng)上升趨(qu)勢(shi),臭氧(yang)污染呈(cheng)現時段提(ti)前、范圍(wei)擴大(da)、濃度加(jia)重的特點(dian)。PM10、PM2.5和臭氧(yang)已成為影(ying)響我省空氣質(zhi)量(liang)的主要因素。

三是(shi)聯防(fang)聯控的(de)合力仍需加強(qiang)。一些地方(fang)政府和部門對(dui)大氣污(wu)染治理(li)的(de)重要性、緊迫(po)性和艱巨性認識不充(chong)分,大氣污(wu)染聯防(fang)聯控尚需進(jin)一步加強(qiang)和提升,落實(shi)“黨政同責(ze)(ze)”“一崗雙(shuang)責(ze)(ze)”和鐵腕(wan)治霾工作(zuo)還有盲區,存在責(ze)(ze)任落實(shi)不到(dao)位、工作(zuo)推動不到(dao)位、監管執法不到(dao)位等現象。

四是(shi)對(dui)大(da)氣污(wu)染(ran)成(cheng)因(yin)的研(yan)(yan)究比較薄(bo)弱。對(dui)霧霾形成(cheng)機(ji)理、源解(jie)析和污(wu)染(ran)遷移(yi)規律等研(yan)(yan)究不足,對(dui)關中地區大(da)氣污(wu)染(ran)成(cheng)因(yin)、控制對(dui)策及健康影響研(yan)(yan)究不夠,現有環境管理手(shou)段尚不能(neng)適應新時代(dai)大(da)氣污(wu)染(ran)防治(zhi)工作要求,網絡化(hua)、智能(neng)化(hua)、數字化(hua)綜合管理能(neng)力欠缺,科(ke)學治(zhi)霾水平(ping)亟待(dai)提升(sheng)。

二(er)、指(zhi)導思想(xiang)和工作目標(biao)

(一)指(zhi)(zhi)導思想(xiang)。以(yi)習近平(ping)新時代(dai)中國(guo)特色社會主義思想(xiang)為(wei)(wei)指(zhi)(zhi)導,全(quan)面(mian)貫徹(che)落實黨的十(shi)九大精神(shen),牢固樹立和切實踐(jian)行“綠水青山就是金山銀山”的理念(nian)。全(quan)面(mian)貫徹(che)省(sheng)第十(shi)三次(ci)黨代(dai)會精神(shen),落實“五新”戰略(lve)任(ren)務,持(chi)續推進(jin)高質(zhi)量(liang)發展,助力關中平(ping)原城市(shi)群建設成(cheng)為(wei)(wei)具有國(guo)際影響力的國(guo)家(jia)(jia)級城市(shi)群。深入推進(jin)鐵腕(wan)治(zhi)霾(mai)(mai)、科學治(zhi)霾(mai)(mai)、協同治(zhi)霾(mai)(mai),以(yi)增(zeng)強區域聯防聯控為(wei)(wei)主線(xian),調整產業結(jie)(jie)構(gou),優化能源(yuan)結(jie)(jie)構(gou),完善交通(tong)運輸結(jie)(jie)構(gou),狠抓重(zhong)污染天氣(qi)(qi)(qi)應對,使大氣(qi)(qi)(qi)污染物排放總量(liang)大幅減少(shao),顆粒物濃(nong)度明顯(xian)(xian)降(jiang)低(di),重(zhong)污染天數明顯(xian)(xian)減少(shao),空氣(qi)(qi)(qi)質(zhi)量(liang)明顯(xian)(xian)改善,努力完成(cheng)國(guo)家(jia)(jia)下達的空氣(qi)(qi)(qi)質(zhi)量(liang)改善目標,人民群眾藍天幸(xing)福(fu)感(gan)進(jin)一步(bu)增(zeng)強。

(二(er))工作(zuo)目標。以PM10、PM2.5防(fang)治(zhi)為重(zhong)(zhong)點,協同推進氮氧(yang)(yang)(yang)化物、揮發性有機(ji)物等臭氧(yang)(yang)(yang)前(qian)體污(wu)染(ran)物控制。到(dao)(dao)2020年(nian),全省(sheng)設(she)區(qu)市優良天數(shu)比例達(da)到(dao)(dao)80.3%,PM2.5濃(nong)度(du)較(jiao)2015年(nian)下(xia)降15%,PM10濃(nong)度(du)明顯下(xia)降,重(zhong)(zhong)污(wu)染(ran)天數(shu)明顯減少,二(er)氧(yang)(yang)(yang)化氮濃(nong)度(du)上升和(he)臭氧(yang)(yang)(yang)污(wu)染(ran)加重(zhong)(zhong)的(de)趨勢得到(dao)(dao)遏制,二(er)氧(yang)(yang)(yang)化硫(liu)、一氧(yang)(yang)(yang)化碳年(nian)均濃(nong)度(du)基(ji)本達(da)到(dao)(dao)國家環境空(kong)氣質量二(er)級標準(zhun)。

三、主要工(gong)作(zuo)任務

(一)加快調(diao)整產(chan)業結構(gou)和能源結構(gou)。

1.優化(hua)產業結構(gou)。嚴格執行《關(guan)中(zhong)地區(qu)(qu)治污降(jiang)霾重點行業項目(mu)建設指導目(mu)錄(2017年本)》,關(guan)中(zhong)核心區(qu)(qu)(見陜(shan)政(zheng)辦發〔2015〕23號(hao))禁(jin)止新建、擴(kuo)建燃煤(mei)發電、燃煤(mei)熱(re)電聯產和燃煤(mei)集(ji)中(zhong)供(gong)熱(re)項目(mu),禁(jin)止新建、擴(kuo)建和改建石油(you)化(hua)工、煤(mei)化(hua)工、水泥、焦化(hua)項目(mu)。(省發展改革(ge)委牽頭(tou),各市(shi)政(zheng)府(fu)負責。各市(shi)政(zheng)府(fu)包括(kuo)各設區(qu)(qu)市(shi)政(zheng)府(fu)、韓城市(shi)政(zheng)府(fu),楊凌示范(fan)區(qu)(qu)、西(xi)咸(xian)新區(qu)(qu)管委會(hui),下(xia)同)

制(zhi)定關中(zhong)地區高(gao)耗能、高(gao)排放行(xing)業(ye)企(qi)(qi)業(ye)退出工作方(fang)案(an),率先關停(ting)搬遷(qian)關中(zhong)核心區企(qi)(qi)業(ye),重點壓減水(shui)泥(不含粉磨站)、焦(jiao)化(hua)、石(shi)油化(hua)工、煤化(hua)工、防水(shui)材料、陶瓷(不含以天然氣(qi)為燃料)、保溫材料等行(xing)業(ye)企(qi)(qi)業(ye)產能。(省(sheng)工業(ye)和信息化(hua)廳、省(sheng)發展改革委牽頭,各市政(zheng)府(fu)負責)

2.削減煤炭消費(fei)總量。落實《關中(zhong)地(di)區重點(dian)企業煤炭消費(fei)預算管理(li)暫行(xing)辦法》《關中(zhong)地(di)區熱電(dian)聯(lian)產(自備電(dian)廠)機組“以熱定電(dian)”暫行(xing)辦法》,加(jia)強節(jie)煤改(gai)(gai)造,嚴控新(xin)增燃煤項目(mu)。以散煤削減為主,規上工業以燃料(liao)煤削減為主,每年(nian)(nian)削減燃煤500萬(wan)噸,三(san)年(nian)(nian)累(lei)計削減1500萬(wan)噸。未完(wan)成煤炭削減任務的城(cheng)市,削減任務結轉(zhuan)累(lei)加(jia)至(zhi)下一年(nian)(nian)度,同時禁止(zhi)新(xin)建耗煤項目(mu)。(省發展改(gai)(gai)革委牽頭(tou),各市政府負責)

3.穩步推(tui)(tui)進清(qing)(qing)潔(jie)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)。制定清(qing)(qing)潔(jie)取(qu)暖(nuan)(nuan)(nuan)實(shi)施方案,禁止新建(jian)燃(ran)(ran)煤集(ji)(ji)中(zhong)(zhong)(zhong)供(gong)(gong)(gong)熱(re)站(zhan),新增供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)全部使用天(tian)然(ran)氣、電(dian)、可(ke)(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)(包括地(di)(di)熱(re)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)、生(sheng)(sheng)(sheng)物質能(neng)(neng)清(qing)(qing)潔(jie)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)、太陽能(neng)(neng)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)、工業余熱(re)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)等(deng)),優先采取(qu)分(fen)布(bu)式清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)集(ji)(ji)中(zhong)(zhong)(zhong)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan),居住建(jian)筑(zhu)不具(ju)(ju)備條件的,可(ke)(ke)接入市政(zheng)集(ji)(ji)中(zhong)(zhong)(zhong)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)。新增天(tian)然(ran)氣產(chan)量優先用于保障民生(sheng)(sheng)(sheng)用氣。優化(hua)熱(re)源(yuan)(yuan)點規劃布(bu)局,對關中(zhong)(zhong)(zhong)地(di)(di)區(qu)現(xian)(xian)有燃(ran)(ran)煤集(ji)(ji)中(zhong)(zhong)(zhong)供(gong)(gong)(gong)熱(re)站(zhan)實(shi)施清(qing)(qing)潔(jie)化(hua)改(gai)造,推(tui)(tui)動熱(re)電(dian)聯產(chan)富余熱(re)能(neng)(neng)向合理半(ban)徑延伸,覆(fu)蓋范(fan)圍內(nei)的燃(ran)(ran)煤集(ji)(ji)中(zhong)(zhong)(zhong)供(gong)(gong)(gong)熱(re)站(zhan)全部予以拆除,覆(fu)蓋范(fan)圍外(wai)的統籌布(bu)局天(tian)然(ran)氣、電(dian)、地(di)(di)熱(re)、生(sheng)(sheng)(sheng)物質等(deng)清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)取(qu)暖(nuan)(nuan)(nuan)措(cuo)施,暫不具(ju)(ju)備清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)供(gong)(gong)(gong)暖(nuan)(nuan)(nuan)的執行超低排(pai)放(fang)標準并限期完成清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)改(gai)造。現(xian)(xian)有燃(ran)(ran)煤集(ji)(ji)中(zhong)(zhong)(zhong)供(gong)(gong)(gong)熱(re)站(zhan)2019年(nian)(nian)底前改(gai)造完畢(bi),其(qi)中(zhong)(zhong)(zhong),2018年(nian)(nian)不少于60%。(省(sheng)發展(zhan)改(gai)革委牽頭,各(ge)市政(zheng)府負責。各(ge)市具(ju)(ju)體任務(wu)由(you)省(sheng)發展(zhan)改(gai)革委另行下達)

4.深入推(tui)進散(san)煤(mei)治(zhi)理和秸稈等(deng)生物質(zhi)綜合(he)利用(yong)。在關中地區整村(cun)(cun)(cun)(cun)推(tui)進農(nong)村(cun)(cun)(cun)(cun)居民、農(nong)業生產、商業活(huo)動(dong)燃煤(mei)(薪)的(de)清(qing)(qing)潔能(neng)(neng)源替(ti)(ti)代(dai),采取(qu)以(yi)(yi)電(dian)代(dai)煤(mei)、以(yi)(yi)氣(qi)代(dai)煤(mei),以(yi)(yi)及地熱能(neng)(neng)、生物質(zhi)能(neng)(neng)、風(feng)能(neng)(neng)和太陽(yang)能(neng)(neng)等(deng)清(qing)(qing)潔能(neng)(neng)源替(ti)(ti)代(dai)。到2018年底前,力(li)爭平(ping)原農(nong)村(cun)(cun)(cun)(cun)替(ti)(ti)代(dai)實(shi)現全覆蓋,山區農(nong)村(cun)(cun)(cun)(cun)替(ti)(ti)代(dai)率達到80%;到2019年底,山區農(nong)村(cun)(cun)(cun)(cun)替(ti)(ti)代(dai)實(shi)現全覆蓋。關中核心區以(yi)(yi)外(wai)和各(ge)市高(gao)污染燃料(liao)禁燃區以(yi)(yi)外(wai)的(de)地區暫不具(ju)備清(qing)(qing)潔能(neng)(neng)源改造的(de),應使(shi)用(yong)“潔凈煤(mei)+民用(yong)高(gao)效潔凈煤(mei)爐(lu)具(ju)或(huo)蘭炭(tan)+蘭炭(tan)專用(yong)爐(lu)具(ju)”過渡。(省(sheng)發(fa)展改革委牽頭,各(ge)市政府負責)

推廣固化(hua)(hua)成(cheng)型、生(sheng)物氣化(hua)(hua)、熱解氣化(hua)(hua)、炭(tan)化(hua)(hua)等能源化(hua)(hua)利(li)(li)用技術,培育(yu)龍頭企業(ye)(ye)(ye),示范帶動秸稈(gan)(gan)原料利(li)(li)用的專業(ye)(ye)(ye)化(hua)(hua)、規模(mo)化(hua)(hua)、產業(ye)(ye)(ye)化(hua)(hua)發展。2018年底前,力爭秸稈(gan)(gan)原料產業(ye)(ye)(ye)化(hua)(hua)利(li)(li)用實現一縣一品,不斷(duan)提(ti)高秸稈(gan)(gan)高值化(hua)(hua)利(li)(li)用水平。(省發展改革委牽頭,各市(shi)政府負(fu)責)

開展秸(jie)稈還田(tian)、青貯飼料(liao)、堆肥等綜合利用,從(cong)源頭禁(jin)止秸(jie)稈焚(fen)燒。杜絕使用散(san)煤(mei)、秸(jie)稈、玉米芯、枯(ku)枝落葉等生物質燃料(liao)。(省農業廳牽頭,各市政府負責)

組織(zhi)開展(zhan)燃(ran)煤(mei)(mei)(mei)散燒(shao)治理(li)專項檢查行動(dong),確保(bao)生(sheng)產、流通、使用的(de)潔凈煤(mei)(mei)(mei)符合(he)標準。質(zhi)監、工(gong)商部門要以潔凈煤(mei)(mei)(mei)生(sheng)產、銷(xiao)售環(huan)節為重點,每月(yue)組織(zhi)開展(zhan)潔凈煤(mei)(mei)(mei)煤(mei)(mei)(mei)質(zhi)專項檢查,依法嚴厲(li)打(da)擊銷(xiao)售不合(he)格清潔煤(mei)(mei)(mei)行為。(省質(zhi)監局(ju)、省工(gong)商局(ju)牽頭,各(ge)市政府負(fu)責(ze))

5.加(jia)大燃煤鍋爐(lu)(lu)拆改力(li)度。2019年底前(qian),關中地(di)區所(suo)有35蒸噸(dun)/時以下燃煤鍋爐(lu)(lu)(20蒸噸(dun)/時及(ji)以上已(yi)完成超低(di)排放改造(zao)的除外)、燃煤設施和工業煤氣發(fa)生(sheng)爐(lu)(lu)、熱風爐(lu)(lu)、導(dao)熱油(you)爐(lu)(lu)全部拆除或實行清(qing)潔(jie)能源改造(zao),其中,2018年不少于60%。(省環境(jing)保護廳牽頭,各市政府負責(ze))

6.開展燃(ran)(ran)氣(qi)鍋爐低(di)氮燃(ran)(ran)燒改造。2019年底(di)前,完(wan)成(cheng)關中地(di)區現有燃(ran)(ran)氣(qi)鍋爐低(di)氮燃(ran)(ran)燒改造,其(qi)中,生產經營類天然氣(qi)鍋爐2018年全部完(wan)成(cheng)。改造后的(de)氮氧化物排放低(di)于(yu)80毫克/立(li)方米。(省環境保護廳牽(qian)頭(tou),各(ge)市政府負責)

7.建(jian)設(she)高(gao)污染燃(ran)(ran)料(liao)禁(jin)燃(ran)(ran)區。完成已(yi)(yi)劃(hua)定的(de)(de)高(gao)污染燃(ran)(ran)料(liao)禁(jin)燃(ran)(ran)區建(jian)設(she),禁(jin)燃(ran)(ran)區內(nei)禁(jin)止銷售、燃(ran)(ran)用(yong)高(gao)污染燃(ran)(ran)料(liao),禁(jin)止新(xin)建(jian)、擴建(jian)燃(ran)(ran)用(yong)高(gao)污染燃(ran)(ran)料(liao)的(de)(de)設(she)施,已(yi)(yi)建(jian)成的(de)(de)應當在當地(di)市政(zheng)府(fu)規定的(de)(de)期限內(nei)改(gai)用(yong)天然氣、頁巖氣、液化石油氣、電或者(zhe)其他清潔能源。根據大氣環境質量改(gai)善要求,逐步擴大高(gao)污染燃(ran)(ran)料(liao)禁(jin)燃(ran)(ran)區范圍。(各市政(zheng)府(fu)負責)

10.推(tui)廣(guang)新能(neng)源(yuan)汽(qi)車(che)(che)(che)。在城(cheng)市(shi)公交(jiao)、廠區通勤、出租以及環衛、物流(liu)等領(ling)域加快推(tui)廣(guang)和普(pu)及新能(neng)源(yuan)車(che)(che)(che)。城(cheng)市(shi)新增公交(jiao)車(che)(che)(che)和出租車(che)(che)(che)全(quan)部使用新能(neng)源(yuan)車(che)(che)(che)。2020年(nian)(nian)底前,關中城(cheng)市(shi)現有燃油公交(jiao)車(che)(che)(che)更新為新能(neng)源(yuan)公交(jiao)車(che)(che)(che),其中,2018年(nian)(nian)不(bu)少于40%,2019年(nian)(nian)不(bu)少于40%。(省(sheng)工業和信息(xi)化(hua)廳(ting)、省(sheng)交(jiao)通運輸廳(ting)牽頭,各市(shi)政府負責)

13.開展非道路(lu)(lu)移動(dong)機(ji)(ji)械(xie)污(wu)染防治。嚴(yan)格市場(chang)準(zhun)入,所有制造、進(jin)口和銷售的(de)(de)非道路(lu)(lu)移動(dong)機(ji)(ji)械(xie)不得裝(zhuang)用不符合《非道路(lu)(lu)移動(dong)機(ji)(ji)械(xie)用柴油機(ji)(ji)排氣(qi)污(wu)染物(wu)排放限(xian)值及測量方法(中國第三、四(si)階(jie)段)》(GB20891-2014)第三階(jie)段要求(qiu)的(de)(de)柴油機(ji)(ji)。自2019年1月(yue)1日(ri)起(qi),在關中地區禁止使用不符合國Ⅲ標(biao)準(zhun)要求(qiu)的(de)(de)挖掘(jue)機(ji)(ji)、裝(zhuang)載機(ji)(ji)、叉車(che)、壓路(lu)(lu)機(ji)(ji)、平地機(ji)(ji)、推土機(ji)(ji)等(deng)非道路(lu)(lu)移動(dong)機(ji)(ji)械(xie)。(各(ge)市政(zheng)府負(fu)責)

14.加(jia)強油(you)(you)(you)品(pin)(pin)(pin)監管。規范成品(pin)(pin)(pin)油(you)(you)(you)市場秩序,全面加(jia)強油(you)(you)(you)品(pin)(pin)(pin)質量的(de)監督檢查(cha),嚴厲打擊非法生(sheng)產、銷售不符(fu)合國家標準的(de)車(che)用(yong)燃油(you)(you)(you)行為,確保全省符(fu)合國家標準的(de)車(che)用(yong)油(you)(you)(you)品(pin)(pin)(pin)全覆蓋。(省商務廳、省發展(zhan)改革委、省質監局牽(qian)頭(tou),各(ge)市政(zheng)府(fu)負責)

17.嚴(yan)(yan)格執行“禁土(tu)(tu)令(ling)”。采暖季期(qi)間,西安市(shi)(shi)(含西咸(xian)新區(qu))、咸(xian)陽市(shi)(shi)、渭(wei)南市(shi)(shi)城市(shi)(shi)建(jian)成區(qu)及(ji)關(guan)中(zhong)(zhong)其他(ta)城市(shi)(shi)中(zhong)(zhong)心(xin)城區(qu),除地鐵(含輕軌(gui))項目(mu)、市(shi)(shi)政(zheng)搶(qiang)修(xiu)和搶(qiang)險工(gong)程外(wai)的(de)建(jian)筑(zhu)工(gong)地禁止出土(tu)(tu)、拆遷、倒(dao)土(tu)(tu)等土(tu)(tu)石方作(zuo)業。涉及(ji)土(tu)(tu)石方作(zuo)業的(de)重大民生工(gong)程和重點(dian)項目(mu)確需施(shi)工(gong)的(de),由項目(mu)所在地縣級政(zheng)府(fu)(fu)申請,經市(shi)(shi)級行業主(zhu)管(guan)部(bu)門初審并報市(shi)(shi)政(zheng)府(fu)(fu)批準(zhun)后可以(yi)施(shi)工(gong),施(shi)工(gong)項目(mu)要向社會公示,并進行嚴(yan)(yan)格監管(guan)。對(dui)施(shi)工(gong)期(qi)間違規的(de)企業,按相(xiang)關(guan)規定從嚴(yan)(yan)處理(li),處理(li)結果向社會公開。嚴(yan)(yan)禁以(yi)各(ge)(ge)種借口將“禁土(tu)(tu)令(ling)”降(jiang)低標準(zhun)、減少時(shi)限、縮小(xiao)范圍(wei)。(省住房城鄉建(jian)設(she)廳牽頭,關(guan)中(zhong)(zhong)各(ge)(ge)市(shi)(shi)政(zheng)府(fu)(fu)負責)

18.全面提升施(shi)(shi)工(gong)揚(yang)(yang)塵(chen)管(guan)(guan)控(kong)水平。嚴格管(guan)(guan)控(kong)施(shi)(shi)工(gong)揚(yang)(yang)塵(chen),全面落實建(jian)筑(zhu)施(shi)(shi)工(gong)“六(liu)個100%管(guan)(guan)理(li)+紅黃綠牌結果管(guan)(guan)理(li)”的防治聯(lian)動制(zhi)(zhi)度,施(shi)(shi)工(gong)工(gong)地安裝(zhuang)視頻監(jian)控(kong)設施(shi)(shi),并與主管(guan)(guan)部(bu)門管(guan)(guan)理(li)平臺(tai)聯(lian)網。對落實揚(yang)(yang)塵(chen)管(guan)(guan)控(kong)措(cuo)施(shi)(shi)不(bu)力(li)的施(shi)(shi)工(gong)工(gong)地,在(zai)建(jian)筑(zhu)市(shi)場監(jian)管(guan)(guan)與誠信(xin)信(xin)息平臺(tai)曝光,記入(ru)企業不(bu)良信(xin)用(yong)記錄。制(zhi)(zhi)定(ding)出臺(tai)不(bu)誠信(xin)施(shi)(shi)工(gong)單位退(tui)出市(shi)場機制(zhi)(zhi)和取消招(zhao)投標(biao)資質機制(zhi)(zhi)。加強(qiang)渣土車運輸監(jian)管(guan)(guan),車輛必須全部(bu)安裝(zhuang)衛(wei)星定(ding)位系統,杜絕超(chao)速、超(chao)高裝(zhuang)載、帶泥上路、拋灑(sa)泄漏等(deng)現象。(省住(zhu)房城鄉建(jian)設廳牽頭(tou),各市(shi)政府(fu)負(fu)責)

19.控(kong)制道(dao)(dao)(dao)路揚塵污染。按(an)照“海綿城(cheng)(cheng)市”理(li)念新(xin)建(jian)、改建(jian)城(cheng)(cheng)市道(dao)(dao)(dao)路。嚴格道(dao)(dao)(dao)路保(bao)潔(jie)作業標準(zhun),實(shi)行(xing)機(ji)械化(hua)清掃(sao)、精(jing)細化(hua)保(bao)潔(jie)、地毯式(shi)(shi)吸(xi)塵、定時段清洗(xi)、全(quan)方(fang)位(wei)灑(sa)水的“五位(wei)一體”作業模式(shi)(shi),從(cong)源頭(tou)上(shang)防止道(dao)(dao)(dao)路揚塵。每年新(xin)增(zeng)吸(xi)塵式(shi)(shi)道(dao)(dao)(dao)路保(bao)潔(jie)車(che)輛不得低于新(xin)增(zeng)保(bao)潔(jie)車(che)輛的50%,逐步淘(tao)汰干掃(sao)式(shi)(shi)老舊設(she)備。2020年底前,關中(zhong)地區城(cheng)(cheng)市建(jian)成區車(che)行(xing)道(dao)(dao)(dao)全(quan)部(bu)(bu)實(shi)現機(ji)械化(hua)清掃(sao)。加強對城(cheng)(cheng)鄉結合(he)部(bu)(bu)、城(cheng)(cheng)中(zhong)村、背街小巷等重(zhong)點部(bu)(bu)位(wei)的治理(li),減少道(dao)(dao)(dao)路揚塵污染。(省住房城(cheng)(cheng)鄉建(jian)設(she)廳牽(qian)頭(tou),各市政府負責)

20.加(jia)強物(wu)(wu)料堆場(chang)揚塵監管。嚴格落(luo)實煤炭、商品混凝土(tu)、粉煤灰(hui)等工業(ye)企(qi)業(ye)物(wu)(wu)料堆場(chang)抑(yi)塵措施,配(pei)套建設收塵和(he)密(mi)封物(wu)(wu)料倉(cang)庫,建設圍墻、噴淋、覆(fu)蓋和(he)圍擋等防(fang)風抑(yi)塵措施。采用密(mi)閉輸(shu)送設備作業(ye)的,必須在裝(zhuang)卸(xie)處配(pei)備吸塵、噴淋等防(fang)塵設施,并保持防(fang)塵設施的正常使用,嚴禁露天裝(zhuang)卸(xie)作業(ye)和(he)物(wu)(wu)料干法作業(ye)。(各市政府負責(ze))

21.全面(mian)實行排(pai)(pai)污許(xu)可(ke)管理(li)。到2020年,完成(cheng)所有列入原環境保(bao)護(hu)部《固(gu)(gu)定源排(pai)(pai)污許(xu)可(ke)分類管理(li)名錄(2017年版)》固(gu)(gu)定源的排(pai)(pai)放許(xu)可(ke)證核(he)發(fa),未按國家要(yao)求取(qu)得排(pai)(pai)污許(xu)可(ke)證的,不(bu)得排(pai)(pai)放污染物,超(chao)標(biao)或超(chao)總量排(pai)(pai)污企業一律停產整治(zhi)。(省環境保(bao)護(hu)廳牽頭,各市政府負責)

22.深化工業(ye)(ye)(ye)污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)監(jian)管(guan)。將所(suo)有(you)固定污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)納入環(huan)境監(jian)管(guan),對(dui)(dui)重(zhong)點工業(ye)(ye)(ye)污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)全(quan)面安裝煙氣(qi)在線監(jian)控設(she)施。嚴(yan)格(ge)落(luo)實《陜西省工業(ye)(ye)(ye)污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)全(quan)面達(da)標和(he)排放計劃(hua)實施方案(2017-2020年)》,督(du)導污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)企(qi)業(ye)(ye)(ye)履行社會責任,落(luo)實環(huan)保(bao)(bao)(bao)主體責任,確保(bao)(bao)(bao)污(wu)(wu)染(ran)(ran)(ran)防(fang)治設(she)施正常運行,污(wu)(wu)染(ran)(ran)(ran)物(wu)排放穩定達(da)標。監(jian)督(du)污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)企(qi)業(ye)(ye)(ye)確保(bao)(bao)(bao)在線監(jian)測數(shu)據的(de)真實、準確。對(dui)(dui)涉氣(qi)污(wu)(wu)染(ran)(ran)(ran)源(yuan)(yuan)(yuan)企(qi)業(ye)(ye)(ye)每(mei)季度開(kai)(kai)展監(jian)督(du)性監(jian)測,監(jian)測結果(guo)及(ji)時報環(huan)境保(bao)(bao)(bao)護部門。鼓(gu)勵采(cai)取(qu)購買(mai)服務的(de)方式,引入第三(san)方社會化專業(ye)(ye)(ye)機構開(kai)(kai)展監(jian)測和(he)污(wu)(wu)染(ran)(ran)(ran)防(fang)治設(she)施運營管(guan)理。(省環(huan)境保(bao)(bao)(bao)護廳牽頭,各(ge)市政府負責)

23.加強揮發(fa)(fa)性(xing)有機(ji)物污染防(fang)控。在(zai)煤化工行(xing)業(ye)開展(zhan)泄(xie)漏檢測(ce)(ce)與修復,推(tui)進(jin)石(shi)化、化工、工業(ye)涂(tu)裝、包裝印刷、家具(ju)、電子制(zhi)造(zao)、工程機(ji)械制(zhi)造(zao)等(deng)重(zhong)(zhong)點行(xing)業(ye)揮發(fa)(fa)性(xing)有機(ji)物減排。推(tui)進(jin)加油站、油品儲運銷(xiao)設施三次油氣回收治(zhi)理。加強揮發(fa)(fa)性(xing)有機(ji)物監(jian)督性(xing)監(jian)測(ce)(ce)能力建(jian)設,重(zhong)(zhong)點企業(ye)安裝在(zai)線監(jian)測(ce)(ce)系(xi)統,揮發(fa)(fa)性(xing)有機(ji)物排放重(zhong)(zhong)點工業(ye)園區(qu)建(jian)設揮發(fa)(fa)性(xing)有機(ji)物空氣質量(liang)自(zi)動(dong)監(jian)測(ce)(ce)站。(省環境保護廳牽頭(tou),各(ge)市政府負(fu)責(ze))

24.繼續推進關中地區(qu)“散亂(luan)污”企(qi)業綜(zong)合整治(zhi)(zhi)。完(wan)成具(ju)有固定設(she)施的(de)、有污染排放的(de)生產(chan)性“散亂(luan)污”工(gong)(gong)業企(qi)業的(de)整治(zhi)(zhi)。2018年7月(yue)1日(ri)前(qian),關中地區(qu)再次摸(mo)底核(he)實“散亂(luan)污”企(qi)業,實行拉網式(shi)排查和綜(zong)合整治(zhi)(zhi),并實現動(dong)態清單式(shi)管(guan)理,確保整治(zhi)(zhi)到(dao)位。(省(sheng)工(gong)(gong)業和信息化廳牽頭,各市政府(fu)負責(ze))

26.增強(qiang)預(yu)(yu)(yu)測預(yu)(yu)(yu)報(bao)能力。建成(cheng)國家環(huan)境空(kong)氣(qi)質(zhi)量西北區(qu)域預(yu)(yu)(yu)測預(yu)(yu)(yu)報(bao)中心(xin),市(shi)級空(kong)氣(qi)質(zhi)量預(yu)(yu)(yu)測預(yu)(yu)(yu)報(bao)單位具備72小(xiao)時(shi)精細化常規預(yu)(yu)(yu)報(bao)和168小(xiao)時(shi)潛(qian)勢預(yu)(yu)(yu)報(bao)能力。強(qiang)化環(huan)保、氣(qi)象(xiang)等多部門聯動,加快培養和引進專業預(yu)(yu)(yu)報(bao)人(ren)員(yuan),不(bu)斷提高(gao)預(yu)(yu)(yu)報(bao)預(yu)(yu)(yu)警(jing)準(zhun)確(que)度,及時(shi)科學應對重(zhong)污染天氣(qi)。(省環(huan)境保護廳、省氣(qi)象(xiang)局牽頭,各市(shi)政府負責)

四、保障措施

(六)加強空氣質(zhi)量監測體系建設。建設國(guo)家(jia)環境(jing)監測西(xi)(xi)北區域質(zhi)量控制(zhi)中(zhong)心、國(guo)家(jia)空氣質(zhi)量預警(jing)預報西(xi)(xi)北區域中(zhong)心。合理擴增(zeng)、科(ke)學設置(zhi)縣級空氣自動監測站點。完善空氣質(zhi)量預測預報會商制(zhi)度。(省環境(jing)保護廳牽(qian)頭,各市政府負(fu)責)

(七)落實屬地(di)管(guan)理和部門(men)監(jian)(jian)管(guan)責任。各(ge)市、縣、區政府是大氣(qi)污染防治(zhi)的責任主(zhu)體,主(zhu)要負責人(ren)(ren)是第一(yi)責任人(ren)(ren)。各(ge)地(di)要分(fen)解落實目標任務,加強組織(zhi)協(xie)調(diao),確(que)保方案落到實處。省級(ji)(ji)各(ge)牽頭部門(men)是行業監(jian)(jian)管(guan)的責任主(zhu)體,要加大調(diao)度、督導和推(tui)動(dong)力度,落實行業監(jian)(jian)管(guan)責任,確(que)保各(ge)項任務按期完(wan)成。(省級(ji)(ji)有關(guan)部門(men),各(ge)市政府負責)
